Unfortunately I have not experience with OAS, and also you did not provide enough info regarding the data access layer of this mechanism. I am not clear that if you configure OAS client on the same box which you have your Web server or not? and also consider the fact that as far as I know Oracle presents Web DB with its own web server. If you are using Oracle tools for developing your web app, is'nt it better to have the data access layer as an Oracle web server on one box and IIS redirects the requests that need data drived from stored procedure to the Oracle server. I could also tell you that alghoug Microsoft claims their ISAPI filter for IIS works with different language, I have not heared using language rather than VB and in this case the most effective and recommended way is using ADO (ActiveX Data Object) for database connectivity.
