If you don't mind a bit of reading, I would suggest obtaining a copy of Oracle DBA Handbook by Kevin Loney (Oracle Press/Osborne). Kevin describes the creation of a monitoring database and provides scripts to obtain all the information you would likely ever need. I have been using a variant of his design for several years.

Aside from the monitoring database and scripts, the book provides excellent information and examples every dba needs to help simplify their day.
