ORA-12571: TNS:packet writer failure ,again

I 'm getting at TNS error when trying to connect to Oracle 8.1.5 running
on NT4.0.  A few days ago


someone suggested that it might be my configuration files(Listerer.ora,
tnsnames.ora).  I check those and


they appear to be correct.  I even duplicated the setup(listener.ora and
tnsnames.ora) on a Linux box also running 8.1.5
and it works fine there.  I've tried re-installing but nothing seems to
help.  Anyone run into this one or have any more ideas?
