A 12514 means that that when the 805 client sqlnet of the OAS server attemped to connect, it could not find the connect string in the tnsnames (that you gave in the DAD definition). Check the value of TNS_ADMIN, or the OASHOME/net80/admin tnsnames.ora file for the matching tnsnames entry.
