This sounds like bug 995765: "CANNOT ALLOCATE CHANNEL WITH RMAN. RMAN-10031,ORA-65535 OCCURS." You should check on Metalink, but as of today this bug is open and has no workarounds.

Note: I had problems starting RMAN under Oracle 8i for Linux. I reported the problem. My problem (which I just solved) pertained to the fact that RH6.1 has a program /usr/bin/rman . I need to run Oracle's RMAN by typing $ORACLE_HOME/bin/rman
