$ORACLE_HOME/sqlplus/admin/plustrce.sql

Watch out for max_enabled_roles. This defaults to 20, and SYS had 20 roles enabled on installation of the primary database.

Consequently when I first ran Plustrce.sql it pushed SYS's roles up to 21, and any attempt to connect as sys led to error 1925 -

     maximum ot 20 enabled roles exceeded.
