Problems using Enterprise Manager 2.0.4 and Oracle 8.1.5

I have following problem:

First I installed the Oracle client from 8.1.5. Then I configure the tnsnames.ora (using NetEasy) and make a connect to may databases. Every thing is fine.

But because of that in this Oracle License (8.1.5 enterprise edition) are no utility like sql-worksheet (wondering why) or else, i will install the enterprise manager. But after that I am not able to connect to the database.

I updated every TNSNAMES.ORA without any success. During the installation of the EM 2.0.4 it looks like, that he also install something from the oracle 8.0.4 client.

Has anybody an idea?
