I have seen this happen to a friend of mine. He tried IE4,IE5 and later versions of Netscape but (slightly more often with IE*) could not reliably download. Try Netscape 3.** was my advice and it seemed to work O.K.

Another big problem that I have with IE* is that it actually downloads to a huge *.tmp file first. At the end of the download, it then copies (disk sector to disk sector) this entire *.tmp file in to the actual file name / location you were expecting. Now while its doing this effectively there are no contiguous files (either the tmp file or the final file) that are useable in case of a crash. (It eats up the tmp file as it is writing to the final file). So basically you have to undergo the risk of having this huge download file not making the transition from tmp file to final file. Also an early version of IE4 at least couldn't download more that four ftp files at once! - hardly the mark of a thouroughbred ftp client if you ask me.
