ORA-01194, Any idea!!!!

i'm tring to recover the database.
This is all the error I'm getting. Any idea how to solve them.

SVRMGR> startup mount
ORACLE instance started.

ORA-00289:

I also couldn't locate the arch#37. I have #36 and #38.
