What is a relationship between number of lines and package size??

Hi.

I got an "Program too large" error message during COMPILE of package body ( Oracle 7.3 ).
The number of lines of code in package is around 3600. I bypassed the problem by splitting my package, but still got a question:
What is a connection between LOC ( lines of code ) and package size? I have a large number of packages with more than 9K lines, that compile without any problem.
