Changing NLS_LANG _charset portion_ without reconnecting?

My understanding is that to change the client character set, you must set the NLS_LANG environment variable correctly and reconnect. You can use ALTER SESSION to alter the language and territory components of NLS_LANG, but there is no way to change the charset component. Is this correct? If so, why?

The problem is that we are using persistent db connections in our web servers and cannot afford to reconnect just to change the client character set for a single page request.
