If your 'server' is NT then just use the ODBC32.DLL and the Oracle provided drivers. If it is a Unix server then you will need to see Intersolv or one of the other vendors.

Bear in mind that you need the driver/libraries on teh machine where the ODBC 'client' program will be run. There is nothing special needed say for an NT ODBC program to talk to a unix server beyond the ODBC driver and a SQL*Net client install on the client machine.
