You will find the data you are probably looking for in users/all/dba_constraints. This view contains beside information on check/primary/unique constraints also information on referential constraints. For information on the columns and its value check the server reference guide. For information on designer 2000 check http://technet.oracle.com. But designer 2000 is quite an overkill just to do re-engeneering.
