I discovered the reason why I was having this problem. We had
installed the toolkit through the back door, running the scripts
ourselves on our UNIX machine where the database resides. We had done
this with version 3.0 and had no problems. We also could control which
schema the toolkit resided in and were able to maintain it a lot easier.
Unfortunately with version 4.0, you have to install the toolkit via the webserver utility. This seemed to clear up the problem we were having with cookies. In fact, it probably wasn't a cookie related problem, but rather some packages, synonyms, etc. were not created properly or version 4.0 absolutely requires the toolkit be in the OAS_PUBLIC schema.
Anyways, for any of you out there who may encounter the same thing, just install from the webserver utility.
