To browse only...

Home Page -> Administer -> User Manager -> Find an Existing User

Find the user you are logging in as and add to the Browse Privileges the user(s) you want to browse in.

To build in that schema...

You have to make those schemas component building schemas.

Administer -> User Manager -> Find an Existing User

Find the user you want to build in. Check component building schema checkbox and hit apply. Now you also have to allow the user you are logging in as access to that schema. Again find your login user, make sure it is a WebDB developer ( see checkbox ) and verify that that user has browse-in and build-in privs via the tabs on the top of the page.
