Remembering what I was told in Oracle class: Encrypted password values can be viewed in table dba_users. I do not know the base (data dictionary) table/column name. Encryption algorithm is closely guarded by Oracle Corp. Decryption is not possible - encryption algorithm probably "loses" some info along the way, making it impossible to narrow the password down to one specific value.
