I never do this thing from SVRMGR. Just go in thru a workstation & SQLPlus. I do this all the time, no problem.

Don't know if that helps, but hey. Oh yeah. Try a commit statement. Or starting & stopping the db. But normally, you should be able to do what you're trying to do.
