report suggestion

I'm looking for a suggestion on a reporting tool. I would like to design a report off of and oracle 8.0.0.5 db and deliver it so it can be viewed in a browser. I would also like to have the ability to extract the data into a number of standard file formats so it may be imported into other products.

Is the context cartridge the right tool or maybe oracle reports?

Any ideas?
