OEM 2.0.4 problem!!!!

I don't know why i can't install the OEM 2.0.4 into my system!!!! it will stop at 47% while installing the file "voc.ico"

i have already try to install one element for example security manager, it will stop at security.htm

when i only install instance manager
it will stop at instance.htm..

Why??
