You shouldn't need to configure it, provided there are no services.ora, snmp_rw.ora, snmp_ro.ora and *.q files on the server. When you start the listener it should generate those files and start the intelligent agent.
To check whether the intelligent agent is working either use the listener subcommand dbsnmp_status or
-more reliable- ps -ef | grep dbsnmp on the shell prompt. A final remark about your second post: Usenet is a volunteer business. No one, except probably Thomas Kyte and Peter Sharman, employees of Oracle, gets paid to monitor this newsgroup. You shouldn't necessarily expect an answer within a few hours.
