FMB loading OLB's - newbie

We have a number of .OLB files which look like they simply contain some pl/sql packages with http calls. I am under the impression these were produced by Oracle Forms (release unknown) and running the form2lib program?

In order to change these do I need the .FMB's? I am having trouble opening the .OLB's in Form Builder directly and am get a FRM-10043? How (if possible) can these OLB's be loaded into Forms?
