Make sure your tar/ftp script keeps the SUID bit on Oracle executables...

Nope - shouldn't be a problem providing the target server is the same OS, patch-level etc. I will also suggest that you use the same userids and groupids on the target.
You can compare the operation to restoring a backup of your Oracle installation. If you run into problems, try to relink the software.
