Is there a password for internal login in Oracle8i?

I created two databases with Oracle Database Configuration assistant in Oracle8i running on Intel X86 Solaris. There is nothing you can specify the password for your instance. After the database created, you can start the instance using the internal username either in SVEMGRL or sqlplus /nologon. You don't need a password for the internal, or you can use "oracle" as your passwoed or whatever word.
I remember in NT, when you created an instance with ORADIM, you are asked to specify a password for the internal user. So in Oracle8i on Solaris, any user can startup or shutdown an Oracle database even remotely on the client.
How are your options?
