I found !!! See below :

         Note:75048.1
Bug 1020803: NT Performance Monitor and 8.0.5.2.1

  Versions Affected

This problem affects Oracle running on NT after the 8.0.5.2.1 patch is applied.
The bug is fixed in 8.0.5.2.2.

  Platforms Affected

This problem affects Windows NT only.

  Description

NT Performance Monitor may hang after applying the 8.0.5.2.1 patch. There is
a problem with ORAPERF.DLL in this patch which will cause PERFMON to hang.

  Likelihood of Occurrence

Any user who has applied 8.0.5.2.1 patch to an 8.0.5.0 database running
  Windows NT.

  Possible Symptoms

  The symptoms can be varied:
  1. NT logon might take a long time
  2. Perfmon may hang
  3. winlogon service may hang

  Workaround

Before applying the 8.0.5.2.1 patch, copy the original   WINNT\SYSTEM32\ORAPERF.DLL (it should be version 8.0.5.0.0, or 8.1.4.0.0)
to a different location. Install the 80521 patch. Then, copy the original
ORAPERF.DLL back to the above location.
