translation needed SYBASE to ORACLE

Hi I need the translation from a statement in SYBASE to return the same value in ORACLE.

I've tried every thing that come in mind but I'm still stuck....

Select Properties_Name.Language,Properties.ID,Properties.ObjectID, Properties."Key",Properties_Name.Name,Properties.Type, Properties."Order",Properties.Attributes,Properties_Name.PropID, Properti es.UniqueValue
From Properties left outer join Properties_Name on Properties.ID=Properties_Name.PropID AND properties_name.language=1
Where Properties.ObjectID = 0
