By modifying the default storage clause of the SYSTEM tablespace in the file sql.bsq
Under Unix it will be located in $ORACLE_HOME/dbs, under NT in %ORACLE_HOME%\database or \rdbms<xx>\admin. There have been statements on the support website this is allowed.
