Accessing ORACLE over the internet

What needs to be done to access ORACLE via a Net 8 connection over the internet? I was on a project that did this many years ago (back in the SQL*Net V1 days). All I remember is that the tnsnames.ora on the client accessed a port on the firewall. I think something had to be done on the firewall to send the request back to the proper location.

Does anyone have the steps needed to implement this? I am aware of the security risks.
