Moving tables, partitioned tables

How do I move a table from one tablespace to another if the partitioning feature is not enabled? With partitioning I could exchange it into a partition table then move the partition right? Without partitioning is there any way?

And a related question: How do I enable partitioning? Which manual covers administrative questions like this, all I can find is how to use partitioning, not how to install it in the first place. I didn't realize it was something that needed to be installed at all.
