Create two different users/schemas containing production and test data, example app_prod and app_test
Create PUBLIC synonyms for the production schema, create PRIVATE synonyms for the test schema (of course each test user will need the private synonyms), as private synonyms are checked before public synonyms. Grant objects accordingly.
