Debugging Path:

1. Was the Listener running?  lsnrctl80 status
2. If not, Why didn't it start?  look in the Event Viewer
3. Will it start manually?  lsnrctl80 start
4. Look for the listener.log
5. Call Oracle Support.

Most of our servers are 7.3.4 and sp5.
Only problem we had was with OAS 4.0.7.
