first of all: the enterprise is the full version, the server the stripped one. So if you discontinue using the enterprise editions future then yes, you can migrate. The other way around is just upgrading the sw.

At least server lacks
parallel query option (for use on a server with multiple cpu's) advanced replication option
objects option
Rman backup software.
