It is possible to create a Developer/2000 Form and run it without having to connect to a database. The TEXT_IO package is a client-side PL/SQL package that can be used for opening/reading/writing/closing files accessible to the client.

It is also possible through the Oracle Open Client Adapter to utilize other databases besides Oracle, if that is what you wish to do.
