Dba configuration assistant fails to start(install)

Hello all,
After trying to install Oracle 815 ( 8i) on two different linux distrubutions
( Slakware 7.0, and Redhat 6.0)
i'm getting the same error at the very end of the install.. that the Database configuration assistant fails to start or load due to some missing command line paramter error.. It doesn't tell you the command line nor does it tell you what the missing parameter is. Then when trying to start the dbasssit by hand it gives some java error: "JNLS Exception:oracle.ntpg.jnls.JNLSException Unable to find any National Character Sets. Please check your Oracle Installation."
The only type of character sets i remember seeing is from the Kernel config menus and i installed the codepage 437 ( united states) and NLS ISO 8859-1 support..
Has anyone seen this before and is there more information on how to fix this???
