OEM Installation ?

Dear Experts,
  I have already install oracle 8i SERVER in my NT server, chinese version.

I 've heard that O.E.M conflicts with chinese, so I change the national language to english in CONTROL tower and the installation goes fine.

Here is my problem
  Why the management server is not running after installation, I have tried to enable it manaully but failed. is there any one can tell me how to start the OEM console ? Thanks
