Ok sorry..
The reason I got confused was that the dbassist java tool that comes with Oracle 8i
Enterprise creates the orapwOFGUI password file for you (and doesn't mention it). When I ran the scripts the old fashioned way, it didn't like the old orapwOFGUI file for whataver reason. The exact message was the same as below except it said it couldn't open "orapwOFGUI", which was a file that was present from before.
I renamed it, and the message was similar but I don't recall exactly what it was, maybe it
was looking for "orapw"? Anyway I used orapwd and am not having a problem now.
I guess an addendum would be if you recreate the database must you re-create the password file - does some part of Oracle recognize that it has users in it that don't exist? (yet) I suppose my posting was misleading..I hope it wasn't too silly a question.
