I had this problem (also with PO8, Dev6, Win98). It took Oracle 2 hours to talk me through it, and I can't really remember what I did, but I can remember the following tips:

  1. You have to install Designer and PO8 in separate Homes.
  2. You need to have the Listener configured, and started before you can connect to the database. The listener needs to have a service started on it, or it won't work.

I had to jump through all sorts of hoops with the Net8 configuration tools to get all this to work - I hope I never have to do it again.

If you have an Oracle Support contract , then phone them and let them talk you through it. It's certainly no 'out of the box' solution. In fact, it's crap as regards ease of use. Once working, it works fine!
