Role Question

Is there anyway to create a role that will allow only row level access.

If i have 5 branches and branch 1 is assigned to a role i only want branch 1 to see there records at the same time if a person logging into the system belongs to all 5 roles i would llike to give them acces to all data.

Any thoughts on this ?
