First see if you can successfully logon to the DB suing SQL*PLUS using the connects string tns:<connect_string>
If that is successful then all you need to do is copy the tnsnames.ora file to the ORACLE_HOME of webdb. Precisely in the ../network/admin folder in that particular ORACLE_HOME.

Thad should about do it.
