Its killing you cause its dead or so it seems. My suggestion is to do a tnsping to the service name from whatever remote location you are trying to connect to. If it is successful then you know for sure that it is not the 'networking components' that are down and you can work on the rest. Please provide with the OS and the version number for further details and also exact command or procedure you are trying to implement and a copy of your tnsnames.ora on the remote location.
