Character set is the way all the characters are coded (translated into an internal binary code).

If you are french you will use e with acute accent, if you are german sharp s, icelandic tohrn or eth, spanish n tilde, and all the chinese or arabic characters.

All these characters are not present in all the character sets so you have to choose one and let Oracle know what is your set of characters and what translation function it will use to store these characters.
