one oracle instance is sufficient for almost any situation on one computer. you can keep logical databases apart by choosing differing schema names for each database and using reasonable security measures.

by anlogy, there is only one ftp server and one web server and one telnet server on a typical computer. so one oracle server is sufficient, especially when MTS is used, for thousands of users.

the exception is when you use one oracle instance as the backup-recovery cache for another instance.
