ORA-1034 (not available) when importing from 8 using imp7

I started up Oracle 8.0.5
I ran catexp7 on Oracle 8.0.5
I modified ORACLE_HOME
I try to use imp (from 7)
I get the error

[MEL2_at_sydney /u04]$imp system/manager full=y file=base_cok_m_u_ud_7.dmp

Import: Release 7.3.4.0.0 - Production on Tue Dec 7 18:19:39 1999

IMP-00003: ORACLE error 1034 encountered
ORA-01034: ORACLE not available
IMP-00021: operating system error - error code (dec 2, hex 0x2)
IMP-00000: Import terminated unsuccessfully

I tried restarting o8, but no success.
