Check out is there a httpd installed an running. By default it uses port 80.
If it's running stop it and deinstall, you can use 80 port then.
It doesn't matter which port do you use to run PL/SQL cartridge, but i have
the same problem and cannot run both of them (i mean O8i and OAS 4.0.7) on
one machine.
