This error shows that the port 1521 of blackmanb_lap is already in use.

Does your  host "blackmanb_lap" have the same IP address as 132.79.124.15 ?
If they are the same, remove
(ADDRESS=(PROTOCOL=TCP)(HOST=132.79.124.15)(PORT=1521))
from the listener.ora. Then stop the listener and restart it.
Please check  the syntax of listenener.ora

I am trying to set up the LISTENER.ORA and TNSNAMES.ORA files to have a
networked database. I do not have a problem getting into the database
from the machine, but I can't start the listener and therefore can't
connect to the DB from ohter machines. I am not sure how to use the
trace utility to find out more information about what to do with this
problem.  Any help would be appreciated.
