Its an either/or situation. They present 3 different pricing models. You only choose one. If its an intranet setup then you go with the power unit model since you cant determine the actual number of users.

If you know only X people will use it then you go with named model.

If you know that only Y number of people will USE IT AT ONE TIME, then you go with the concurrent model.

In all cases, there is nothing in the Oracle software to limit you to what you have purchased --- not that gives you any right to use it...
