NO_SCREEN has always worked for me.... I'm trying to remember the syntax (it's been a while since I programmed).....

isn't it

HOST('c:\the_program.bat', NO_SCREEN)

Otherwise, what version of Developer/2000 are you using? If you are on 1.6.1 there are loads of patches now available for it from Oracle (the latest is 9th August 1999) which seems pretty much a completly new version (there is about 90MB on the disk!). You should see if it is a known problem, especially if your using the correct syntax.
