Help: How to create a Oracle DB on standalone NT accessible by other window user and create a new database

l have installed a oracle server 7.3.4 on my standalone NT server which have joined the workgroup of the LAN. Therefore, other NT workstation or window 95 user connecting to LAN can still access my standalone NT server

One of my buddy have also installed oracle server 7.3.4 on his NT workstation
We are going to develope a DB application and my more powerful PC is chosen as the centralized server. How can l config my PC and his PC so that his client application can access my DB through 1) ODBC and 2)SQLPlus* ?????

If possible, please detail the steps because l am quite new to Oracle administrative functions. (In the past, l just took part in coding)

In addition, How can l create a new DB (myself as admin) and create a new user Account so that my buddy can use that account to connect to the server on my PC
Somebody have mentioned using "oradim73". But because l am new to oracle administrative
function. Please provide me with more detailed steps.

Would you please also recommend some great & informative Oracle website for oracle administrative functions
