The only equivalent is the Instance Manager, oradim73.exe in GUI mode (from a dos prompt this will function completely different). You need to do the following

- create a correct init<sid>.ora in %ORACLE_HOME%\database
- fire up Instance Manager
- choose new instance
- choose the advanced button to provide correct specifications for the
system tablespace and logfile groups. The latter needs to be specified in correct syntax, the former probably also. - click OK and sit back
- the database will be created and a svrmgr23.exe session started (over which you have NO control) running catalog.sql etc.
