A simialr thing can happen using IE to access the internet. There is a setting in IE on how to connect to the internet (local network, modem, etc). I would suspect that there is a similar setting in the Oracle/SQL*Net so that it is looking for the connection over the modem. When you say "no", all is OK because the LAN is there and working. Look around within the settings of the Oracle Client for something along these lines.
