If You can recreate users with the previous UID (it's simple -- You have to control _next_user parameter in sys.user$ when You create a blank database and control missing user# in sys.user$), then You can use both methods, otherwise -- USERNAME.

If You use uid in records You can drop user without permissions but "his" records will be "hanging".
